China will never terminate its endeavor to improve the Right to Development, a measurement of the progress made by mankind, said Liu Qibao, head of the Publicity Department of the Central Committee of the Communist Party of China.
Liu made his keynote speech at the opening ceremony of the symposium marking the 30th Anniversary of "the Declaration on the Right to Development" in Beijing on Dec. 4.

"As human society progresses so does the Right to Development, " Liu said. "Development will always be marked in the progressive tense rather than the perfect tense. "
The leapfrogging development of China has greatly improved the lives of its people, transforming from a society of subsistence to a society of moderate prosperity.
Meanwhile, China has provided 400 billion yuan (US$57.93 billion) to assist more than 160 countries and international organizations.
During his speech, Liu also stressed that the Right to Development is not simply a pressing task for developing countries, but also a reality that the developed world should face.
In the next five years, China's imports and exports are supposed to reach US$8 trillion, foreign investments in utility US$600 billion, outbound investment US$750 billion and outbound tourists 700 million, which may bring more opportunities to the world, as China will always keep abreast with the international community for the undertaking of Right to Development, Liu said.
"The Declaration on the Right to Development" was ratified by the General Assembly of the United Nations on Dec. 4, 1986.
