Liu Qibao, head of the Publicity Department of the Communist Party of China (CPC) Central Committee, said at a seminar in a training class program for newly elected county-level publicity officials held in Beijing that they should make sure people will enjoy high-quality spiritual and cultural lives.

Liu, also a member of the Political Bureau as well as secretariat of the CPC Cetral Committee, said on Nov. 1 that publicity officials should carefully study and implement the spirit of speeches given by President Xi Jinping and his new concepts and new ideas of governance. He stressed that officials should encourage a direction that centers the people, upholds an emphasis on grassroots and the rural countryside, protects and carries on folk and ethnic cultures, develops a healthy and positive rural culture, actively provides good cultural products and services to enhance the spirit of the nation and the era and strives to promote the construction of a healthy culture.
He pointed out that the key difficulties to realizing cultural construction lie at the grassroots level and in the countryside. The government should make cultural products have efficient docking with service supply and demand, explore and make good use of folk and ethnic cultural resources, protect and carry on intangible cultural heritages and reinforce the base of supply for a healthy culture. The government should also build a grassroots complex cultural service center, integrate and exploit facilities and equipment, and consolidate the hardware platform of cultural well-being. They should also precisely push forward the cultural poverty alleviation, exercise the leading and promotional role of culture for development and fill up the shortage in work dedicated to cultural encouragement. They should strengthen grassroots publicity and cultural talent team construction, work hard to train cultural elites and rural talents and solidify talent support for cultural well-being.
Liu stressed that studying and promoting the spirit of the sixth plenary session of 18th CPC Central Committee are the priority of the publicity and ideology front line. County publicity officials are the front line commanders of publicity, ideology and cultural work, so they should take the lead in learning and understanding the spirit of the session, organize the promotion for the people at the grassroots level and study and promote the session’s spirit at the rural and urban grassroots level.
