China's news release system makes progress in 2015

In 2015, 53 ministries in charge of affairs closely related to the economy and societal concerns attended State Council news conferences. Sixty-three ministries and provincial governments have opened accounts on the Chinese social media.

News release system improved

In the year of 2015, following instructions from Chinese leadership on improving government responsibility in responding to society's concerns, the State Council Information Office (SCIO) issued instructions on the release of information.

Ministries in charge of affairs closely related to the economy and societal concerns must meet the media at least once every quarter. Top officials of these departments are required to attend State Council news conferences at least twice every year and department heads once every year.

To date, spokesmen from 68 ministries and departments and 29 local governments have taken part in professional trainings organized by the SCIO. In 2015, another 65 departments and provincial governments have participated in the similar training.

Quality and frequency of news conferences upgraded

Last year, the quality and frequency of news conferences held by ministries and local governments was improved in three areas:

1. Setting topic. The theme and topics of press conferences held by ministries and local governments are all closely related to public concerns on economic and social development.

2. Responding system. Ministries and local government are required to ensure that calls are answered during office hours and to strive to grant media applications for interviews, explaining any inability to do so.

3. Exploring new media. Many ministries and local governments have already built official websites. Sixty-three departments and provincial governments have opened accounts on Weibo, Wechat, and other social media.

Responding to unexpected public emergency events

As of 2015, 68 ministries and provincial governments have set up a system  which aims to respond to emergencies and release authoritative information.

As spokesmen, they should develop a sense of responsibility, continue carrying forward with pertinent issues, pass on positive energy, and serve the country and its people.
