
A press conference on reform and development of land reclamation was held at the State Council Information Office in Beijing on Dec. 7.
Yang Shaopin, Party member of the Ministry of Agriculture (MOA), introduced the current situation of land reclamation in China.
According to the Opinion on Further Promoting the Reform and Development of Land Reclamation released by State Council, the reforms on land reclamation are not only important to national food security and the development of modern agriculture, but are also crucial for China to compete with multinationals in the agricultural field.
Yang Shaopin said that the key to promoting the reform of land reclamation is establishing and perfecting a state-owned property supervising system, which should focus on separating the government and private capital while clarifying rights and ownership.
In addition, local governments are expected to set up standard and democratic management systems. Yang said those reclamation areas, which used to be directly under the central government’s supervision, would be mainly supervised by provincial governments. Organization structuring, system reform, assets disposal and other significant issues attributed to the reclamation areas will be discussed by all related departments.
